Definition:

Under direction of the manager, to plan, organize and direct field inspection and control operations; to supervise employees engaged in such operations and to do related work as required. Maintain and operate any and all of the facilities and equipment of the District, or direct such maintenance or operation. Make investigations and inspections as may be required to determine both the needs and the effectiveness of control operations. Utilize District resources to help carry out the District’s public education goals.

Characteristics:

Should have a wide knowledge of the problems and techniques of an integrated vector control operation, including the use of insecticides, safety management, effectiveness of different types of spray applications and equipment under various conditions; thorough knowledge of safety requirements and its instruction; thorough knowledge of state and federal regulations and requirements dealing with wetland areas and areas with endangered species; general knowledge of mosquito ecology, biology and identification; familiarity with the principles and methods of personnel supervision; ability to organize and supervise a comprehensive field program of vector control operations; ability to develop operating procedures and instruction materials; ability to supervise the work of others; ability to keep, compile, and analyze operating records and prepare definitive reports; ability to work effectively and cooperatively with superiors, subordinates, or other employees, and the public; and to evaluate situations accurately and adopt an effective course of action.

Examples of Duties:

  1. Instructs and supervises seasonal employees in coordinating inspection and field control operations;
  2. Plans and organizes inspection and control operations in conformance with and to achieve the program objectives, methods and findings determined by the manager;
  3. Coordinates field operations with supportive services, such as, equipment maintenance and repair, personnel leave time and availability of temporary personnel;
  4. Carries out the safety program of the District, including tutoring of employees for pesticide applicator certification and on the job training of employees in different techniques and equipment usage;
  5. Inspects and otherwise reviews and evaluates work and takes appropriate action;
  6. Operates and supervises the operation and spraying of ULV ground adulticide program;
  7. Monitors and reviews inspection and application records for accuracy, completeness, and efficacy of treatment;
  8. Maintains and updates maps used in the daily operations of the district;
  9. Handles public relations problems resulting from field operations; calls on property owners and others concerned and explains the Districts program and solicits property owners' cooperation in vector control;
  10. fills in as inspector/sprayer when a temporary shortage of personnel occurs;
  11. In part, plans and organizes public education events
  12. Performs other duties as assigned to carry out essential functions as directed by the manager.

Minimum Qualifications:

Must be physically able and willing to do heavy physical labor; motivated to project an excellent impression on subordinates; have a valid Oregon drivers license, have a public health pesticide applicators license from the State of Oregon Department of Agriculture; have an equivalent to a high school education. 4 years experience of increasing responsibility in mosquito abatement or related field of vector control is preferred, with broad experience in handling various activities and assignments throughout the full range of services performed by a vector control district, ability to adapt to irregular hours is essential. Must also reside within the service District or be willing to relocate within a reasonable amount of time after hire date.
